Director of Land Management

The Solid Waste Authority of Palm Beach County is seeking an experienced Director of Land Management to lead landfill operations, land management services, yard and biomass waste programs, grounds and stormwater maintenance, and related environmental compliance activities. Reporting to the Chief Operating Officer, this senior leader will oversee Class I and Class III landfill operations, permitting, budgets, contractors, personnel, and long-range operational planning while ensuring safe, economical, and environmentally responsible management of solid waste.

• Direct, plan, coordinate, and supervise Land Management Services, including Class I and Class III landfill operations, closed landfill care, grounds maintenance, stormwater system maintenance, and odor and litter control programs.
• Lead landfill operations using best practices to maximize waste reduction, landfill airspace utilization, safety, and regulatory compliance.
• Oversee onsite and offsite yard and biomass waste storage, management, tracking, reporting, beneficial use, and third-party processing contracts.
• Manage the onsite Customer Convenience Drop-Off Center and related operational activities.
• Ensure Land Management Services comply with applicable federal, state, and local environmental, landfill, and solid waste regulations.
• Direct permitting activities associated with landfill operations and support environmental compliance reporting.
• Provide operational and construction support for landfill gas collection and control systems, leachate collection and conveyance systems, and associated environmental programs.
• Prepare technical specifications and provide support for solicitations managed by Land Management Services.
• Develop, implement, and continuously improve department programs, practices, procedures, and technology-enabled operational processes.
• Prepare, manage, and track the Land Management Services budget, ensuring efficient and economical use of personnel, equipment, and facilities.
• Manage contractors working in and around active landfill operational areas.
• Lead and develop subordinate supervisors and administrative staff, including hiring, training, performance management, work assignment, coaching, and issue resolution.
• Collaborate with Environmental, Utilities/Facilities, Project Management/Engineering, Renewable Energy Facilities, Home Chemical and Recycling, Equipment Maintenance, Scale House Operations, Risk Management, and other Authority departments.
• Serve as a contact for citizen complaints related to North County Solid Waste Management Operations.
• Review and update the Authority's Emergency Management Manual, Debris Management Plan, and Pollution Prevention Plans; participate in emergency management planning activities.
• Perform field inspections and site visits and respond to emergencies or special projects outside normal business hours as needed.

• Bachelor's degree from an accredited college or university in Business, Civil Engineering, Environmental Science, or a related field.
• At least five years of solid waste management experience demonstrating advanced knowledge of landfill design, operation, closure, and related systems; an equivalent combination of education, training, and experience may be considered.
• Extensive knowledge of modern sanitary landfill design, construction, operations, maintenance methods, and waste reduction practices.
• Extensive knowledge of state and federal laws and regulations governing sanitary landfill and solid waste operations.
• Demonstrated experience leading landfill operations, managing waste streams, and maintaining regulatory compliance.
• Ability to develop and execute long-range operational plans, programs, and projects.
• Ability to read and interpret engineering plans and technical specifications.
• Experience preparing and managing budgets and using personnel, equipment, and facilities efficiently.
• Experience managing contracts, contractors, and operational teams.
• Strong written and verbal communication skills and the ability to build effective working relationships with executive leadership, employees, public agencies, contractors, and community members.
• Working knowledge of office software applications and familiarity with GPS-related hardware and software.
• Florida Landfill Operator Certification or the ability to obtain certification within six months of hire.
• Ability to complete FEMA Debris Management Class G202 within one year of hire.
• SWANA Certified Manager of Landfill Operations (MOLO) certification is preferred.
• Ability to perform frequent field visits and work safely around heavy equipment, uneven terrain, outdoor weather conditions, noise, odors, dust, and other landfill-site hazards.
• Ability to occasionally lift or move up to 25 pounds and work evenings or weekends when required for emergencies or special projects.

• Salary range of $99,882 to $150,000 per year.
